The 98th May Festival/Guideline for Handling Alcohol

The Committee establishes the Guideline for Handling Alcohol in the 98th May Festival as follows.

(Purpose)

Article 1

This guideline shall stipulate matters to avoid underage drinking and trouble caused by drinking in the 98th May Festival held on May 24th (Sat.) / 25th (Sun.), 2025. Project members, visitors, the May Festival Standing Committee (hereinafter referred to as “the Committee”), and others that are involved in the May Festival must comply with this guideline.

(Exemption of Class Projects with Underage Members)

Article 2

Classes enrolled in 2024 and 2025 are not allowed to carry out a project that handles alcohol.

(Duty of the Committee)

Article 3

The Committee must comply with the following items.

(1)To gather information regarding alcohol service by projects that handle alcohol

(2)To widely acknowledge the system of handling alcohol based on this guideline to projects and visitors through Information Sessions and the official website

(3)To demand vendors that provide alcohol in the May Festival area during the festival to comply with this guideline

(4)To ensure proper management of the system of handling alcohol based on this guideline

(5)To provide immediate assistance to any visitor who is intoxicated

(The Operation of Alcohol Pass System)

Article 4

The Committee will operate the Alcohol Pass System based on the following items regarding the Alcohol Pass in order to fulfil the purpose stipulated in Article 1.

(1)The Committee will issue Alcohol Pass at Information Centers placed in the May Festival area.

(2)The Alcohol Pass will come into effect once the visitor presents their photo ID to the Committee, the Committee verifies their age, the visitor confirms that they agree with this guideline, and the Committee puts the Alcohol Pass around the visitors’ wrist. 

(3)If the visitor does not possess any identification with a picture of their face, they can use two of their different identifications that include their birth date as an alternative.

(4)The Committee will only issue a single Alcohol Pass to a single visitor until it is reissued.

(5)When a project with alcohol service provides alcohol to visitors, the project will put the number of checks determined by the Committee in the designated boxes of a valid Alcohol Pass that the visitor wears.

(6)There will be only three checkboxes in a single Alcohol Pass.

(7)Each checkbox only gives permission to 15g of pure alcohol.

(8)Alcohol Pass will be invalid/expired when it is ripped off, given to others, or all the checkboxes are filled.

(9)The Committee is able to invalidate a visitor’s Alcohol Pass in cases where the visitor is intoxicated and it is no longer safe for them to consume alcohol.

(10)When the Alcohol Pass becomes invalid/expired, the Committee is able to reissue a new Alcohol Pass in exchange for the invalid/expired Alcohol Pass. When reissuing, the Committee will take the same procedure as item 2 of this article. The Committee will not reissue a new Alcohol Pass if the visitor is intoxicated and it is no longer safe for them to consume alcohol.

(11)Visitors cannot purchase alcohol or drink alcohol, if they are not wearing an Alcohol Pass, or their Alcohol Pass is invalid/expired.

(Duty of Projects with Alcohol Service)

Article 5

Projects with alcohol service and their project members must comply with the following items.

(1)Projects must register the details of their alcohol service to the Committee by the deadline that the Committee designates

(2)Projects must assign two people who are over 20 years old at the point of the day of the 98th May Festival as the Main Manager and the Sub Manager

(3)Projects must pay the portion of the costs necessary for the operation of “Alcohol Pass System”

(4)Projects must pledge that they agree and comply with this guideline by the deadline that the Committee designates, and have the pledge signed by all project members who will handle alcohol

(5)Projects must post the “Requirement of Alcohol Pass” sign at their project place

(6)When providing alcohol to visitors, providers must always wear their “Alcohol Pass for Alcohol Providers”

(7)When providing alcohol to visitors, providers must confirm that the visitor is wearing a valid Alcohol Pass issued by the Committee, and put the number of checks determined by the Committee in the designated boxes

(8)In the case of the previous item, if the visitor is not wearing a valid Alcohol Pass, the checkboxes of their Alcohol Pass are full, the visitor is intoxicated, or in any other cases where it is inappropriate to provide alcohol, the provider must not provide alcohol

(9)When providing alcohol, providers must only provide in methods that were registered to and approved by the Committee in advance

(10)All alcohol products that have an alcohol content of over 20% must be diluted until the product has an alcohol content of under 20%

(11)When providing alcohol products that have an alcohol content of over 10%, take extra precautions to avoid the visitor from getting intoxicated

(12)If project members find intoxicated visitors or project members, they must immediately report the situation to the Committee

(13)Projects must take extra precautions to avoid any trouble regarding alcohol service

(14)Projects must not utilize the alcohol product for means other than as a product for visitors, such as for providers’ own consumption

(Measures and Punishments to Projects with Alcohol Service)

Article 6 In case a project with alcohol service does not comply with the items stipulated in Article 5, the Committee will impose Measures and Punishments on the project.

(Duty of Vendors with Alcohol Service in the Festival Area)

Article 7

Vendors with alcohol service in the May Festival area must comply with the following items.

(1)When providing alcohol to visitors, vendors must confirm that the visitor is wearing a valid Alcohol Pass issued by the Committee, and put the number of checks determined by the Committee

(2)In case of the previous item, if the visitor is not wearing a valid Alcohol Pass, the checkboxes of their Alcohol Pass are full, the visitor is intoxicated, or in any other cases where it is inappropriate to provide alcohol, the provider must not provide alcohol

(Duty of Visitors)

Article 8

Visitors that are over 20 years of age, including students of the University of Tokyo, must comply with the following items when they ask for alcohol service and drink alcohol in the May Festival area.

(1)When demanding the issuing of Alcohol Pass from the Committee, visitors must present their photo ID or two of their different identifications that include their birth date to receive age verification, and agree with this guideline

(2)Visitors must always wear a valid Alcohol Pass issued by the Committee

(3)On demand of the Committee, projects with alcohol service, or vendors with alcohol service in the festival area, visitors must present their Alcohol Pass, and receive the number of checks determined by the Committee

(4)Visitors must not give their Alcohol Pass or their alcohol product to others

(5)Visitors must always take care of themselves and their companions' physical condition, and not drink to excess

(6)Visitors must not bring alcohol from outside the Hongo and Yayoi Campus of the University of Tokyo

(7)Visitors must not drink before driving

(8)Visitors must not engage in disruptive behavior after they drink

Copyrights

  • Please comply with all laws and regulations, when using copyrighted works as determined in Article 2, Item 1 of the Copyright Act when carrying out a project.

(Reference) Article 2, Item 1 of the Copyright Act.
“Copyrighted work” means a work that is a creative expression of thought or emotion and that falls within the scope of literature, science, art or music.

  • The final content of the project is the sole responsibility of the exhibiting project, and the Committee will bear no responsibility for any problems related to the use of copyrighted material in the execution of the project.
  • When using copyrighted materials, please be careful to indicate the author's name and source, and to preserve the author's honor and reputation.
  • As a general rule, please publish the content of your project free of charge, and do not pay any performance fees or gratuities to performers or others when using the copyrighted work of others.
    • In case of paying performance fees and gratuities, the exception in Article 38, Paragraph 1 of the Copyright Law no longer applies, and the permission of the copyright holder must be obtained.
  • As a general rule, do not alter the content of the copyrighted work, such as the script or score.
    • If you wish to change the content of a work, you must obtain the permission of the copyright holder.

A published work may be publicly performed, played, screened, or dictated, provided that it is not for profit and no fee is charged to the audience or spectators. However, this shall not apply if remuneration is paid to the performer or to the person making the oral statement for such, performance, showing or oral statement.

Caution when Publishing Projects Online

  • When using copyrighted works as stipulated in Article 2, Item 1 of the Copyright Act to publish your project online, please also observe the following points.
Using Sound Sources
  • When performing a piece of music or using an existing sound source in the execution of your project, please pay close attention to the copyright of the music or sound source.
  • As a general rule, please use sound sources that you have performed or produced yourself.
    • If you use and distribute a sound source that you did not produce yourself, you must consider the copyrights of the music or sound source as well as the neighboring rights of the sound source producer, such as the right to make the music or sound source transmittable.
  • If there is a possibility that copyright issues may arise while carrying out your project, please check with the administrator of the copyright and neighboring rights of the sound source to be used in advance.
  • In particular, use of sound sources that may infringe copyrights on YouTube may result in suspension of the live-streaming.
Using Copyrighted Material Other than Sound Sources
  • Please follow the copyright guidelines.
  • Refer to current copyright laws, etc., as necessary.
